This is Stripe's baseline for online card payments in the US. The flat $0.30 component means small transactions carry a disproportionately high effective rate; on a $5 charge, that $0.30 alone is 6% before the percentage even applies.
If the card was issued outside the US, Stripe adds an extra 1.5% on top of the standard rate. This applies based on where the card was issued, not where the charge originates.
If you charge in a currency different from your Stripe account's settlement currency, an additional conversion fee applies, typically around 1%, though it can vary. This stacks with the international card fee if both apply.
