As of May 1, 2025, that entire system is gone. If you're reading a guide that still describes the 20/10/5 tiers, it's describing a fee structure Upwork no longer uses.

Submitting a proposal on most contracts costs Connects, priced at $0.15 each, separate from the service fee taken once you're paid. Some Project Catalog fixed-scope listings are Connects-free. If you're bidding heavily without winning much, Connects spend can add up before you've earned a cent.
